Meet Rudy Cane

 

Rudolph "Rudy" Cane has been active in improving the lives of all of the residents on the lower Eastern Shore.

Family
  • Was born and reared in Somerset County, Maryland
  • Is married to Louella Fitchett Cane
  • Has resided in Wicomico County for 38 years
  • Has, along with his wife, reared two children, Dr. Rudolph C. Cane, Jr., and Dr. Renee A. Cane McCoy, who are both graduates of the Wicomico County public school system
Education
  • Graduated from Carter G. Woodson High School, Crisfield. Maryland, in 1952
  • Pursued undergraduate studies at Maryland State College (now UMES) from 1956 - 1957 and Coppin State College from 1964 - 1968
Employment
  • Was a radar sergeant in the United States Army from 1952 - 1955
  • Worked for the State Highway Administration as an evaluation engineer and was the director of administration at the Eastern Regional Laboratory (SHA) in Easton , Maryland, from 1968 until his retirement
  • Since 1984 was the administrator of Housing and Community Development at Shore Up! Incorporated, where he has built more than 80 housing units

  • Was vice-president of Westside Schools PTA (1970 - 1971)
  • Was president of the Mardela Middle and High Schools PTA (1977 - 1978)
  • Was a member of the Wicomico County Zoning Board of Appeals (1980 - 1990)
  • Was a member of the Maryland Association of Engineers (1963 - 1984)
  • Was NAACP coordinator of Special Projects (assisted in drafting an affirmative action policy for Chesapeake College in 1968)
  • Was vice-president of the Maryland State Conference of Branches of NAACP (1969)
  • Has been since 1970 a member of the Maryland Advisory Committee of the U.S. Commission on Civil Rights
Elected Official - Wicomico County Council 1990-1994
  • Introduced to the Wicomico County Council legislation for the county's observance of Dr. Martin Luther King's birthday, which was already being observed by the school system, and lobbied for the passage of this legislation
  • Served as chairman of the committee for building a pavilion fully equipped with a concession stand and a public restroom; enlisted help from Black contractors to provide labor for the construction of all aspects of this project; contacted businesses that provided supplies and equipment at wholesale prices; and solicited monetary contributions for completing this project from such organizations as the VFW, the American Legion, and the Elks
  • Was assigned to the committee for getting a company from Arizona to purchase the Grumman building for manufacturing harness wiring for Grumman and wiring for AT&T in order to provide jobs for the constituents of Wicomico County
  • Served on the committee to get Royal Farms to purchase the Campbell Soup plant so as to hire 160 of the 800 people laid off by the Campbell Soup company when it closed; worked with SWED (Salisbury Wicomico Economic Development) to establish an enterprise zone by giving the company half of the employees' salaries for six months so as to reduce its overhead and to enable it to have a larger profit margin as a starter in providing jobs in the county
  • Met with the mayor of Salisbury to have cleaned on an ongoing schedule the algae on the west side of Johnson's Lake, which previously had been neglected, while the east side had always been kept clean
  • Worked with the County Council to approve the development of three specification buildings for potential manufacturing companies so as to reduce the time for a company to begin providing jobs in Wicomico County
  • Participated in the hiring of a new SWED director by the Wicomico County Council to replace the one that had been dismissed
  • Introduced the legislation for having Jersey Road widened by four feet immediately upon complaints that the 20-foot wide road was deemed unsafe for the transportation of children by school buses
  • Was responsible for introducing the motions to update the Emerson Holloway Park by removing 95 trees and to implement programs provided by the Wicomico County Parks and Recreation for Booth Street children so as to prevent small children from crossing unsafe streets to reach a play area
  • Made sure that the streets in Black communities were cleaned by scheduling this project with the Roads Department and introduced legislation to have a trash detail that would tour all neighborhoods to pick up trash, tons of which were picked up monthly because of the refusal of Wicomico County residents to pay the fee for using the landfills
  • Assisted in the passage of legislation to construct watersheds on the west side of the county to prevent communities from having both flooded roads and flooded cropland
  • Resolved the problem of a subdivision in Allen by bringing together the concerned parties to develop a solution
  • Resolved the problem of the city of Salisbury double-charging Fruitland and Allen residents when a second piece of equipment was needed to transport them by ambulance to PMRC
  • Negotiated with the city of Salisbury for initiating a funding formula for determining the cost of the ambulance service for the Fruitland and the Allen areas
  • Helped with initiating the 911 address numbering system to facilitate administering emergency vehicles to an exact location
  • Interceded in assisting the parties concerned in resolving the dispute at the Nanticoke boat docking area about who had the authority to use certain slips to park boats
  • Had streets resurfaced on Esquire Drive, on Duke Drive, and in Hebron as a result of complaints by constituents
  • Established continuance of right away to property entrances in Hebron that had been open for 20 years but were about to be closed by property owners
  • Was a member of a committee that worked with Bank's Compost Company to eliminate odor problems in the area where the company was located
  • Worked for salary parity for all of the county's department heads and succeeded through using parliamentary procedures
  • Served on a committee designated to reduce costs for the renovation of Wicomico Senior High School, using his expertise gained through the responsibilities on his job as a developer at Shore Up!
  • Acted as a liaison to solve problems between the Delmar and the Hebron governments, both of which are in his district
  • Solved a standing water problem in Delmar that had existed for years
Elected as a State Legislator for the Maryland House of Delegates, District 37A 1999 - 2005  
  • Is a member of the Environmental Matters Committee
  • Is Chairman of the Agriculture, Agriculture Preservation & Open Space Subcommittee
  • Is Vice Chairman of the House Rules and Executive Nominations Committee
  • Is a member of the Joint Committee on Legislative Ethics
  • Sponsored 3 House Bills during the 2000 Session, two of which passed and became law
  • Co-sponsored 112 bills during the 2000 Session, 41 of which passed and became law
  • Served as Chairman of the Shore Erosion Task Force that was passed as Resolution 13 by the Maryland General Assembly during the 1999 Legislation Session
  • Was elected to the leadership position of Deputy Majority Whip by Speaker of the House, Casper R. Taylor, Jr. in April, 2000
  • Served as a Chairman of the Prison Health System for pre-release inmates  
  • Legislative Black Caucus of Maryland Chairman 2004 – 2006
